Non-Player?

The function description specifies actors in general, but realistically - can this ever return true for NPCs? Can they perform "Sandman" actions?

If so - awesome. If not - well, I expect that, but the description should be changed accordingly (or just leave a note to that effect if you would like).

I don't know. I didn't even know about the Sandman perk until I asked on IRC about the topic title. The people there told me it was a perk after which I could figure out the rest. I don't expect it to work on anyone but the player though.
