NifTools is an open source project which deals with creating tools for working with files used in GameBryo games. In Fallout 3, these files are .nif, .kf, .psa and .rdt, and are typically model and animation files.
Popular programs include NifSkope and importers/exporters for 3d Studio Max, Blender, and Maya.
