| I kind of having a similar problem. I did everything like kbbenson did:

| -I created a new Weapon form by copying from the vanilla Assault Rifle's form.

| -I created a new Texture Set with new textures I downloaded from Fallout3 Nexus.

| -I went back to my newly created weapon form, edit the model, select the new Texture Set.

| -Finally I put the weapon in-game and saved a new .esp file.

| I launched Fallout3 and went to where the rifle was placed, it looks perfectly fine with the new texture. But when I pick it up and start using it, the texture reverted back to vanilla texture. Here is what I've read in Weapon section (which is similar to what Quetzilla has said) :

| Regarding Textures: In order to change textures for a weapon, you must change the textures for both the Models listed here, as well as the textures for the corresponding 1st Person Model Object, which can be found under World Objects -> Static in the Object Window

| But I don't know how to change the texture of a static object. And there is no form for my weapon in static object to begin with!
