:After a bit of searching, I found this thread on the BethSoft forums: http://www.bethsoft.com/bgsforums/index.php?showtopic=930390&hl=dialogue
 
:It looks like an acceptable workaround is to use version 1 of the Oblivion creation kit and generate the .LIP files with that, and then copy them to the appropriate directory in the Fallout 3 data files, while referencing them in the GECK.
:Still a huge pain in the butt, though. Hopefully Bethseda patches this.
