Description
Refreshes the current climate to reflect changes made by SetClimateXXX functions.

Known Issues
There are some cases where this will not work unless SetWeather is called immediately before calling this function:
SetWeather NVWastelandClear ; (any Weather can be used as the parameter) RefreshCurrentClimate
