Unfinished
I'm inclined to rename this to unfinished. That's what the same tag is named on the CS Wiki. Incomplete causes some confusion (at least for me it does). Are there any objections?

- Nope. By the way, template-redirects function exactly as you would hope they would - if we move it, anything using {{Incomplete}} will transclude {{Unfinished}}.

- Looks good to me. Blue isn't really used anywhere else, so it works. I'll update AFD and whatever else.
