Add {{spammer}} to mark a user as a spammer.

Be sure to only do so if you are absolutely certain - repeated warnings are recommended in any unclear situations. Most spammers here are spam-bots, and often quite easily recognizable, but if spam is not recognizable, err to the side of caution and clean it up and leave a warning on the user's Talk page.
